The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Major General Roy Dubard Bridges, Jr., United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Bridges distinguished himself as Commander, Air Force Test Center, Edwards Air Force Base, California, and as Director of Requirements, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio, from 28 August 1991 to 30 June 1996. During this period, General Bridges planned the successful merger of 4950th and 412th Test Wings_the biggest aircraft test capability consolidation in recent Air Force history_and assured successful C-17, B-2, F-15E test program completions. As command Product Management mission Element Board chairman, he refined the strategic plan building a road map for the command’s program management mission. He charged service and industry pollution prevention teams to act, resulting in successful prototypes of alternatives to hazardous materials, reducing defense industry waste streams. He led implementation of command Acquisition Reform Initiatives and Base Realignment and Closure Commission beddown planning. His visionary leadership set the stage for a stronger, more competitive command to provide technologically superior weapon systems for our Nation’s defense. The singularly distinctive accomplishments of General Bridges culminate a long and distinguished career in the service of his country and reflect the highest credit upon himself and the United States Air Force.

The distinctive accomplishments of Major General Bridges reflect great credit upon himself, the United States Air Force, and the Department of Defense.
