Headquarters, U.S. Army Forces in the South Pacific Area, General Orders No. 1028 (July 1, 1944)

The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Silver Star to Technical Sergeant Arthur L. Chapman (ASN: 20711218), United States Army, for conspicuous gallantry and intrepidity in action against the enemy while serving with Company G, 164th Infantry Regiment, 23d Infantry Division (Americal), in action at Bougainville, Solomon Islands, from 29 March to 1 April 1944. When his patrol commander was killed, Sergeant Chapman immediately assumed command, displaying a high degree of military skill and outstanding leadership in successfully completing the assigned patrol mission. When his patrol’s perimeter defenses were attacked and the unit isolated, he boldly undertook hazardous reconnaissance to find a route of escape. During this search, he killed a Japanese officer and soldier and took valuable papers, which contained important information. Sergeant Chapman’s aggressiveness, courage and devotion to duty were responsible for the successful reconnaissance which led the party to safety. His intrepid leadership and selfless devotion to duty, without regard for his own safety, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
