    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in Lieu of a Second Award of the Airman’s Medal to Staff Sergeant John F. Tobey (AFSN: 12673963), United States Air Force, for heroism involving voluntary risk of life near Taegu, Korea on 16 August 1968. On that date, Sergeant Tobey, with complete disregard for his own safety, repeatedly left his rescue helicopter in efforts to evacuate flood endangered Korean citizens. He materially assisted in the rescue of more than seventy people, including ten that he carried to safety on his back, one at a time, through thirty yards of a rapidly moving flood swollen river. By his courageous action and humanitarian regard for his fellow man, Sergeant Tobey has reflected great credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Staff Sergeant John F. Tobey (AFSN: 12673963), United States Air Force, for gallantry in connection with military operations against an opposing armed force as a Pararescue Technician near DaNang, Republic of Vietnam on 8 May 1967. On that date, Sergeant Tobey participated in the rescue of four wounded troops. With complete disregard for his own personal safety, he left the helicopter and was lowered to the ground in known hostile territory to facilitate pickup of the wounded. When the rescue helicopter was then shot down, Sergeant Tobey was the first to reach the scene and immediately gave medical attention to the three who had been injured in the crash. Sergeant Tobey maintained a constant watch over the wounded until they were picked up. By his gallantry and devotion to duty, Airman Tobey has reflected great credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in Lieu of a Third Award of the Airman’s Medal to Chief Master Sergeant John F. Tobey (AFSN: 12673963), United States Air Force, for heroism involving voluntary risk of life at Deep Creek, Alaska, on 6 July 1985. On that date, Chief Tobey responded to a United States Park Service request to attempt the rescue of five people whose boat had capsized in Cook Inlet. With complete disregard for his own safety, and despite extremely hazardous sea conditions, Chief Tobey unhesitatingly made three attempts at recovering all of the personnel from the frigid Alaskan waters. He assisted in repeatedly launching the fifteen and one-half foot boat from the beach into four to five foot breakers and overcoming eight to ten foot waves offshore for nearly three hours. His physical recovery of the victims and the timely medical treatment he performed in the wildly pitching boat ensured success in the recovery attempt resulting in one person being saved and two others recovered. By his courageous action and humanitarian regard for his fellow man, Chief Tobey has reflected great credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Airman’s Medal to Airman First Class John F. Tobey (AFSN: 12673963), United States Air Force, for heroism involving voluntary risk of life near DaNang Air Base, Republic of Vietnam on 25 March 1967. On that date, Airman Tobey volunteered to be lowered into a mine field to render aid and assistance to a Marine who had stepped on an abandoned mine. Upon reaching the victim, he administered extensive medical aid and prepared the patient in a stokes litter to be hoisted aboard the rescue aircraft. The exemplary courage and heroism displayed by Airman Tobey reflect great credit upon himself and the United States Air Force.
