    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Major (Quartermaster Corps), Joseph J. Hughes (ASN: 0-288858), United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with the U.S. Army Transportation Service, U.S. Army Forces in the Far East (USAFFE), in action against enemy forces on 31 December 1941, at Manila, Philippine Islands. During the time that the wharf burned fiercely from fires started by enemy action, Major Hughes secured a launch and, proceeding along the breakwater, towed barges, scows and other loaded craft to a place of safety. Through a rain of sparks and flaming gasoline on the water, he plied the craft to rescue over 100 Filipino stevedores who were trapped on the burning pier. The courageous actions of Major Hughes accounted for the saving of may lives and great quantities of valuable property. His extraordinary heroism, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the Philippine Department, and the United States Army.
