The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Second Lieutenant (Infantry), [then Private] Roger R. Henquet, United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Office of Strategic Services, in action against enemy forces from 27 May 1944 through 11 September 1944. Second Lieutenant Henquet was parachuted into France, in civilian clothes, as an organizer of French resistance forces. Operating at all times under great peril, he accomplished the outstanding achievements of regrouping and organizing a resistance network of approximately 2,225 men, arranging for the receipt of 59 airplane loads of arms and supplies, and training his personnel for sabotage activities against enemy rail, highway and telephone lines. Second Lieutenant Henquet’ s efforts were so successful that throughout his area railroad traffic was practically at a standstill, telephone communication was impossible, all highways were blocked, and the enemy was continually attacked. He effected the liberation of most towns with small losses to his group and heavy losses to the enemy. Second Lieutenant Henquet’s extraordinary heroism, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
