The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Phillip A. Dibb, United States Air Force, for extraordinary achievement while participating in aerial flight as a C-130B Aircraft Commander of the 38th Tactical Airlift Squadron, in action at Djamap, Republic of Vietnam, on 17 June 1970. On that date, Captain Dibb was flying an aerial bulk fuel delivery aircraft in support of operations at Djamap. Despite low ceilings, mountainous terrain, and hostile ground fire, Captain Dibb, through his knowledge of the surrounding terrain and precise airmanship, was able to deliver the vitally needed fuel before deteriorating weather necessitated closing the field. The professional competence, aerial skill and devotion to duty displayed by Captain Dibb reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
