The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Captain Phillip A. Dibb, United States Air Force, for extraordinary achievement while participating in aerial flight as a C-130B Aircraft Commander of the 38th Tactical Airlift Squadron, in action at Djamap, Republic of Vietnam, on 17 June 1970. On that date, Captain Dibb was flying an aerial bulk fuel delivery aircraft in support of operations at Djamap. Despite low ceilings, mountainous terrain, and hostile ground fire, Captain Dibb, through his knowledge of the surrounding terrain and precise airmanship, was able to deliver the vitally needed fuel before deteriorating weather necessitated closing the field. The professional competence, aerial skill and devotion to duty displayed by Captain Dibb reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to First Lieutenant Phillip Allen Dibb, United States Air Force, for gallantry in action while engaged in military operations involving conflict with an armed hostile force as a C-130 Pilot of the 38th Tactical Airlift Squadron, in action near the A Shau Valley, Republic of Vietnam, on 29 April 1968. On that date, Lieutenant Dibb was the pilot of a C-130 aircraft on an emergency re-supply airdrop to friendly forces in heavy contact with hostile forces. Despite poor weather, lack of fighter cover, and heavy anti-aircraft fire, Lieutenant Dibb and his fellow crew members completed their mission on target and returned to a friendly base with two of their aircraft’s engines damaged and part of the control surfaces shot away. By his gallantry and devotion to duty, Lieutenant Dibb has reflected great credit upon himself and upheld the highest traditions of the United States Air Force.
