The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Fred Clark Boli (AFSN: FR-80246), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief, Pacific-East Asia Division, Deputy Directorate for Regional Plans and Policy, Directorate of Plans, Deputy Chief of Staff, Plans and Operations, Headquarters, U.S. Air Force, Washington, District of Columbia, from 18 September 1982 to 28 June 1985. During this period, the exemplary ability, leadership, and ceaseless efforts of Colonel Boli were instrumental in resolving many complex problems of major importance to the Air Force. He shepherded the number one priority United States Pacific Command/Pacific Air Forces funding initiative, the one billion dollar F-16 beddown at Misawa Air Base, Japan, through intensive Congressional hearings to win authorizations and appropriations. He excelled as the sole Air Force member of the United States Military Training Delegation to China, superbly representing the Chief of Staff, United States Air Force during private conversations in Beijing with the Chief of Staff, Headquarters People’s Liberation Army Air Force, and identifying key areas for expanded military interaction. The superior initiative, outstanding leadership, and personal endeavor displayed by Colonel Boli reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
