The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Silver Star to Captain Robert W. Carter, Jr., United States Air Force, for gallantry in action while engaged in military operations involving conflict with an armed hostile force while serving as an F-105 Thunderchief Electronics Warfare Officer of the 388th Tactical Fighter Wing, Korat Royal Thai Air Force Base, Thailand, in action against isolated military targets in the vicinity of Hanoi, North Vietnam, on 15 December 1967. On that date, flying through anti-aircraft fire and with surface-to-air missiles continually guiding toward his aircraft, Captain Carter exhibited outstanding courage and aggressiveness by attacking four lethal surface-to-air missile complexes and decoying the attention of four other sites. Persevering in the face of great danger, with split-second timing, this officer destroyed on occupied missile site and damaged three others while protecting a large F-105 Thunderchief strike force. By his gallantry and devotion to duty, Captain Carter reflected great credit upon himself and the United States Air Force.
