    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Joseph Frazier, United States Army, for extraordinary heroism action while serving with 9th Infantry, in action at Tientsin, China, 13 July 1900. Lieutenant Frazier displayed conspicuous gallantry and absolute disregard of personal safety in rescuing, under a terrific enemy fire, the colonel of his regiment, who had fallen mortally wounded.
