    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to First Lieutenant (Signal Corps) Terry L. Rollins (ASN: 0-), United States Army, for heroism not involving actual conflict with an enemy of the United States in the Republic of Vietnam. First Lieutenant Rollins distinguished himself by valorous actions on 19 April 1969 while serving with the 1st Military Intelligence Battalion at Bien Hoa. The routine burning of classified materials was being accomplished when the fire spread out of control, endangering an electrical generator and ammunition conex. Realizing the danger posed by the threatened ammunition, Lieutenant Rollins ordered the area evacuated of personnel and then set about fighting the blaze. With a foam fire extinguisher he cooled the ammunition container’s lock. He then opened the container, rushed in, and removed a box of M-79 grenades whose bandoliers were already smoldering from the intense heat. He cooled the grenades with foam and placed them in a secure place. Returning to the conex, he removed and secured the remaining ammunition. By then the raging fire had enveloped the electrical generator and was threatening several nearby fuel storage tanks. Completely disregarding his own safety, Lieutenant Rollins fought the blaze at close range and successfully contained it. His decisive actions averted a potential tragedy. First Lieutenant Rollins’ heroic actions were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
