Joseph Spiers was commissioned through the Reserve Officer Training Corps program in 1959 upon graduation from North Carolina State College. He retired in 1994 as a U.S. Air Force Major General.

(Citation Needed) – SYNOPSIS: Captain Joseph Knight Spiers, United States Air Force, was awarded the Distinguished Flying Cross for extraordinary achievement while participating in aerial flight while serving as an F-4 Phantom Pilot of the 559th Tactical Fighter Squadron, in action against the enemy during 102 combat missions over Southeast Asia from 1967 to 1968. His devotion to duty and courage under all conditions serve as an inspiration to his fellow flyers. His actions reflect the highest credit upon himself and the Armed Forces of the United States.
