Patrick Higby was commissioned through the Reserve Officer Training Corps program in 1989 upon graduation from Georgia Institute of Technology, Atlanta. In 2013 he was appointed a U.S. Air Force Brigadier General, and in 2016 was selected for his second star as a Major General.
