Harold Confer was commissioned in the Army Air Forces in 1945 and transferred to the U.S. Air Force when it became a separate branch of service in 1947. He retired in 1978 as a U.S. Air Force Brigadier General.

Colonel Confer established three new world speed records for the 1,000 kilometer closed course at Edwards Air Force Base, California, flying a B-58 Hustler.
