Roosevelt Allen began active duty in the U.S. Air Force in 1986 after graduating from Lincoln University and subsequently receiving his Doctor of Dental Surgery from Howard University College of Dentistry, Washington, D.C. In 2014 he was appointed a U.S. Air Force Major General.
