O’Loughlin, United States Air Force, was awarded the Air Force Distinguished Service Medal for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander of Air Force Logistics Command, with headquarters at Wright-Patterson Air Force Base, Ohio, from 1984 to 1987.
