The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Jesse S. McClure, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Chief of Staff and Planning Officer on the staff of Commander Air Force, Atlantic Fleet, during World War II. Captain McClure had charge of the training, commissioning and shaking down of all new squadrons and collateral activities. Under his direction the number of planes in the Air Force, Atlantic Fleet, was more than doubled and, in addition, more than 1,000 planes were prepared and delivered to the Pacific Fleet.
