The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Distinguished Flying Cross to Lieutenant Commander James Vance Barry, United States Navy, for heroism and extraordinary achievement while participating in aerial flight. On 14 March 1945, as Patrol Plane Commander on a routine flight, he attacked with skill and aggressiveness, four separate important enemy installations in the Sibu section of Sarawak, Borneo. These attacks, pressed with the utmost vigor, resulted in the destruction of an important two enemy vessels, three large enemy barracks, the probably destruction of an enemy transport aircraft, the destruction of an important enemy industrial plane, serious damage to two other enemy vessels and the discovery of an important enemy airfield from which attacks could have been successfully carried out against our shipping and major installations. His conduct at all times was in keeping with the highest traditions of the United States Naval Service.
