The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Oscar Clark Bailey (NSN: 0-112688), United States Navy, for conspicuous gallantry and intrepidity as pilot of a carrier-based Fighter Airplane in Fighting Squadron TWENTY-EIGHT (VF-28), embarked in U.S.S. MONTEREY (CVL-26), in the vicinity of the Mariana Islands. On 19 June 1944, when Japanese air groups staged a full scale attack on our fleet units, he led his division into combat intercepting enemy fighters attempting to reach our forces. He personally destroyed four fighters; his wingman one. His leadership, skill and courage were in keeping with the highest traditions of the United States Naval Service.

Lieutenant Bailey completed twenty flights in a combat area where enemy anti-aircraft fire was expected to be effective or where enemy aircraft patrols usually occurred. His conduct throughout has distinguished him among those performing duties of the same character.
