The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lieutenant, Junior Grade Edward P. Flynn, Jr. (NSN: 0-88749), United States Navy, for heroism at the risk of life not involving conflict with an armed enemy on 2 September 1944. While his ship was anchored in Humboldt Bay, New Guinea, a member of the crew, in an attempt at suicide, jumped over the side into shark-infested waters. Without thought of personal safety, he immediately dove into the water and despite strong currents attempted the rescue of the violently resisting man, subduing him finally, and with the aid of another officer, effected his rescue. His conduct was in keeping with the highest traditions of the United States Naval Service.
