The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Heber Hampton McLean, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as commander of a submarine division, operations officer and Chief of Staff to a task force from August 1942 to December 1943. Captain McLean exercised outstanding skill in preparation of operations and coordinated the efforts of numerous units of the Allied commands.
