The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Ordnance Corps) Charles D. Collins, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from October 1955 to August 1965. [This award supersedes award of the Army Commendation Medal awarded to Colonel Collins for meritorious service from 31 October 1955 to 31 January 1961, announced in General Orders Number 20, Headquarters, White Sands Missile Range, New Mexico, dated 3 March 1961.]
