William Shields graduated from the U.S. Coast Guard Academy, New London, Connecticut, Class of 1931. He was designated a Coast Guard Aviator in 1935. From 1964 to 1966 he served as the 9th Assistant Commandant of the Coast Guard, and retired as a U.S. Coast Guard Vice Admiral in 1966.
