Joseph McClelland graduated from the U.S. Coast Guard Academy, New London, Connecticut, Class of 1940. He returned to the Academy from 1973 to 1974 to serve as Superintendent of the Academy. He retired as a U.S. Coast Guard Vice Admiral in 1976.
