Frank and William Kenner were twins, both of whom graduated from the U.S. Coast Guard Academy, New London, Connecticut, Class of 1925. Both men served in World War II, each receiving the Legion of Merit. Frank Kenner retired as a U.S. Coast Guard Rear Admiral in 1958, and William Kenner retired as a U.S. Coast Guard Rear Admiral in 1961.

    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain William W. Kenner, United States Coast Guard, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, Escort Division 22, 10th Atlantic Fleet, aboard the Flagship U.S.S. POOLE (DE-151). During the destroyer’s operations, Captain Kenner was escort group commander of convoys sailing between Norfolk, Virginia, and north African ports. In April and May 1944, he commanded the escorting of fast oil and mercantile convoys along the submarine-harassed routes to England. [Captain Kenner is authorized to wear the Combat “V”.]
