Leon Covell was commissioned in 1902 through the School of Instruction of the Revenue Cutter Service, precursor to the U.S. Coast Guard Academy. He served for more than 10 years, from 1931 to 1942 as the Second Assistant Commandant of the Coast Guard. He retired in 1942 as a U.S. Coast Guard Rear Admiral, and received a subsequent retirement promotion to Vice Admiral.
