Collins, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Operations Officer and later as Operations Officer on the Staff of Commander-in-Chief Pacific, from 10 March 1941 to 11 January 1945.
