Carter, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Port Director and Commanding Officer of the advanced Naval Station, Bora Bora, Samoan Islands, from 17 December 1942 to 25 November 1943.
