Spackman, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Liaison Officer, Tennessee Headquarters, Selective Service System, and as assistant in the Appeals Section of that Service, from 1 September 1942 to 21 September 1945.
