Woodruff, United States Navy, was awarded the Legion of Merit (Posthumously) for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Senior Construction Member, Board of Inspection and Survey (Pacific Coast Section), from 7 December 1941 to 25 July 1944.
