Morgan, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Head of Submarine Design and Construction Section, Bureau of Ships, from 7 December 1941 to February 1942; from May to August 1942; and from October 1943 to January 1945; and as Hull Assistant, Submarine Design and Construction Section, Bureau of Ships, from February to May 1942 and August 1942 to October 1943.
