Forest, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Hull Superintendent, Ship Superintendent and Industrial Engineer, Navy Yard, Philadelphia, Pennsylvania, from 2 April 1941 to 26 October 1945.
