Bartky, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge, Instructor Training Section and Assistant Director of the Standards and Curriculum Division, Bureau of Personnel, from 15 December 1942 to 10 October 1945.
