The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Jacob Rosenberg, United States Coast Guard, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant to the Chief Finance Officer of the United States Coast Guard, Washington, D. C., serving successively as Chief of the Division of Planning and Procedures, Chief of the Division of Accounting and as Chief Advisor to the Chief of the Office of Finance and Supply from September 1939 to June 1945.
