Marshall, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Director of the Finance and Operating Department, Bureau of Docks, from December 1941 to November 1944, and as Chief Inspector for the Bureau and CEC from November 1944 to October 1945.
