Kempner, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Advisor to the Chief of Procurement, BuAer, and later as special assistant and Chief of the Price Revision Division, from June 1942 to October 1945.
