Souers, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Intelligence Officer of the 6th and 10th Naval Districts and Head of the Planning Branch of the Division of Naval Intelligence from the outbreak of World War II until 1 December 1945.
