Neely, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as an Assistant in the Navy Department, Communications Officer, Executive Officer and Chief Engineer of Radio Washington from 4 November 1940 to October 1945.
