McGuire, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as a Member of Negotiation Division of Bureau of Supplies and Accounts, Head of group of contract negotiators assigned by Officer or Procurement and Material to Bureau of Ordnance, Chief of price revision division of the Office of Procurement and Material, and Deputy Chief and Chief of Procurement and Material, from 29 June 1942 to 31 August 1945.
