Mayer, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in establishment and direction of the Office of Naval Officer Procurement from April 1942 to November 1944, and as Assistant Management Advisor, Bureau of Personnel, from November 1944 to November 1945.
