Richter, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Operations Officers, NATS, and later Assistant Chief of Staff for Operations on staff of Commander NATS from 4 January 1943 to 31 August 1945.
