Clark, United States Naval Reserve, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge and Assistant Officer-in-Charge of the management and operation of plants possessed and operated by the Navy from February 1944 to 14 September 1945.
