Simpson, United States Navy, was awarded the Silver Star for conspicuous gallantry and intrepidity in action against the enemy off Formosa while serving aboard the U.S.S. HOUSTON (CL-81) on 16 October 1944. Following three night torpedo attacks during 12, 13, and 14 October 1944, the ship was damaged by an enemy torpedo. On 16 October the ship was again torpedoed by enemy aircraft starting a gasoline fire which endangered the after part of the ship. He conducted himself in a conspicuously heroic manner and in complete disregard for his own safety, repeatedly exposed himself to danger and aided materially in saving his ship. His courage, skill and determination were at all times in keeping with the highest traditions of the United States Naval Service.
