The President of the United States of America takes pleasure in presenting the Legion of Merit to Commodore Homer W. Graf, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Staff and Aide to the Commander, SEVENTH Fleet, from 26 November 1943 to 26 September 1944. Commodore Graf displayed marked initiative and imagination in his accomplishment of the many tasks assigned him during a period of rapid expansion.
