    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit to Captain Edward Alexander Mitchell, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as operations officer on the staff of an amphibious force commander charged with the difficult assignment of formulating and executing plans throughout the training period preceding landing operations in French Morocco from 8 – 11 November 1942. Captain Mitchell contributed immeasurably to the success of our landing assault.
