The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant William L. Smith, United States Naval Reserve, for gallantry in action while serving aboard a United States Submarine during three war patrols in enemy-controlled waters during World War II. Lieutenant Smith’s performance of duty against the enemy at his battle station in a submarine during three successful war patrols resulted in the sinking of an important amount of enemy shipping. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
