The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Robert W. Morse, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Aviation Officer on the staff of Commander, FIFTH Fleet, from 6 August 1943 to 15 December 1944. Captain Morse participated in the invasions of the Gilbert, Marshall and Mariana Islands and the Battle of the Philippine Sea. He planned meticulously for these operations and was ever at hand to advise the Commander, FIFTH Fleet, in aviation matters. His industry, ability and understanding of the tactical employment of aircraft contributed to the success of these operations.
