    The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Samuel Paul Ginder, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as commander of a task group during operations in the Marshall Islands from 29 January to 22 February 1944. The performance of his task group was outstanding. The support given to our landing forces contributed materially to the successful capture and occupation of Kwajalein and Eniwetok.
