The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant, Junior Grade Louis Kalmar, United States Naval Reserve, for gallantry in action as naval gunfire liaison officer with the 4th Infantry Division during the assault on Normandy, France, 6 June 1944. Lieutenant, Junior Grade, Kalmar directed fire on the coastal battery at Crisbecq, assisting materially in its capture. When his spotter was wounded, he took over his duties and continued to direct naval gunfire in the final assault on Cherbourg. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
