    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander John S. Mosher, United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States serving with the 7th Amphibious Force in the Pacific from its inception until June 1944. Commander Mosher obtained vital hydrographic data on the New Guinea area and prepared accurate maps and charts. He obtained the required information concerning enemy Japanese installations skillfully from aerial photographs. His keen foresight enabled the planning section to provide for all contingencies.
