The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Joseph B. Tibbets, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander of Patrol Squadron NINETY-FOUR (VP-94) in the North Atlantic from 14 January 1943 to 12 November 1943. Commander Tibbets displayed intelligence and resourcefulness in organizing and training the various crews for maximum combat efficiency. His leadership contributed to the success of his squadron in destroying three U-boats.
